Older Americans have Saigon 1975 and the helicopters from the Embassy roof seared into their memories. A previous generation of Britons was haunted by the image of General Percival surrendering vast numbers of troops and equipment in Singapore to the Japanese in 1942. How Kabul falls to the Taliban could have important practical and symbolic significance.

The announcement that the United States is sending 3,000 troops to Kabul alongside 600 British troops to manage the evacuation of their civilians and those Afghans who provided assistance, is a remarkably late response to a rapidly deteriorating situation. Unless carried out in the next 48 hours, it will also be risky. Taliban infiltrators are already inside Kabul and the forces which captured Ghazni and Kandahar on 12th August will be heading towards the capital on their Honda 125cc motorbikes.

The US must have extracted undertakings from the Taliban negotiators in Qatar not to launch their full assault on Kabul until the evacuations are complete, but elements of doubt remain. Previous Taliban assurances have proved worthless, and it is doubtful that individual Taliban commanders would wish to hold back while some of Ashraf Ghani’s ministers, senior army officers, judges and officials are spirited away to a life of exile.

It is hard not to be impressed by the speed and élan of the Taliban’s recent successes; taking 13 of Afghanistan’s 34 regional capitals in almost as many days. It is reminiscent of the extraordinary progress which the Japanese made down the Malaya Peninsula in 1942 with Singapore as the ultimate prize.

The Taliban’s success has not happened by chance. It is clearly the fruit of preparation and planning. Above all, they have learnt from the experience of 1994 to 1996 when they eventually took Kabul but failed to capture the north, thereby allowing space for the Northern Alliance parties to survive and then reassert themselves following the 9/11 terrorist attacks.

This time, the Taliban have focussed first on border posts with neighbouring countries (thereby denying the government vital supply routes and customs revenues) before taking outlying regional capitals and leaving Kabul (which is never easy to capture) until last. Above all, they have concentrated on the north where many rural Afghans are disenchanted with the Kabul government and regional warlords. The north is no longer the solid bastion of anti-Taliban sentiment it was in the 1990s.

Taliban progress in the north has snuffed out any chance that the old Northern Alliance could be reborn out of the eventual collapse of the Ashraf Ghani government. Whereas in 1996, Ahmed Shah Massoud, its brilliant military leader, was able to abandon Kabul and beat a tactical retreat up the Panjshir Valley, that option barely exists today. Not only is Massoud dead but his former adherents are no longer guerrilla fighters but members of a stratified Afghan army which has struggled to perform without US air support.

The Taliban have also ruthlessly exploited the weak negotiating stance of the United States and its chief negotiator Zalmay Khalilzad. Whereas some of the Taliban team in Doha, such as Mullah Barader, may indeed have been ‘moderates’ there was never any doubt that the Taliban movement wanted to see the total defeat of the Kabul government and the expulsion of Western forces. Pakistan too, may have occasionally considered some form of negotiated deal but ultimately the only sure way of keeping Indian influence out of Afghanistan (it believes) is a Taliban government.

The Afghan army (and in particular its impressive Special Forces) will now be assembling in Kabul and should be able to repel initial attempts to overrun the city. Certainly, Gulbuddin Hekmatyar found it impossible to take Kabul in 1992 and 1993 even with help from Pakistan, which, in frustration, switched support to the newly-created Taliban movement in late 1994.

But from 1992 to 1996 there were frequent deliveries of supplies to Massoud and his Northern Alliance defenders from Russia, Iran, and India. In 2021, the position is very different. Russia has already decided to “back the winner” and believes it has extracted promises from the Taliban not to export Islamism northwards into the Central Asian Republics (CARs). Iran too has channels to the Taliban and will be watching carefully for any return to the Taliban’s persecution of the Shia Hazaras. And India has already made contact with the Taliban in Doha in the hope that the Taliban in power will prevent Kashmiri militant groups from setting up bases there.

The likelihood therefore is that Kabul will fall to the Taliban quite quickly. If the Americans and British do manage to insert their evacuation forces soon, they should be able to complete the operation successfully, although there are likely to be heart-rending scenes at the airport as crowds of refugees are turned away at gunpoint from departing aircraft. Regional powers, particularly Pakistan, will try and persuade the Taliban to hold back from intervening, conscious that a bloodbath in Kabul would be a disastrous start to the Taliban’s second spell in government. Ironically, however, the evacuation would almost certainly lead to the collapse of the Kabul government as senior officials are forced to decide whether to take the last aircraft out or face almost certain torture and death at the hands of the victors. It is doubtful whether any Western countries will choose to retain their embassies in Kabul. For President Biden, the memory of Benghazi will be too raw.

What is certain is that there will be new iconic images to rival those of Saigon and Singapore.

EXPERT PERSPECTIVE –The international community is coming under increasing pressure to recognise the Taliban and to unfreeze Afghan funds held by the IMF or to risk a humanitarian crisis over the winter and a resurgence of international terrorism.

As Afghanistan heads deeper into winter the desperate need is to avoid a humanitarian crisis. The World Food Programme has launched an appeal to feed up to 23 million people and Médecins sans Frontières have followed suit in the healthcare field. Fortunately, the distribution mechanisms are in place inside Afghanistan; what is needed is for the international community to ensure that UN humanitarian programmes are fully funded. This will require Western capitals to get over the shock of their recent defeat. It goes without saying that hunger and health should not be used as instruments of political leverage.

Meanwhile, it is becoming ever more apparent that the Taliban do not have the skills to administer a country which is far more complex than the Afghanistan of 1996 – when they began their previous and disastrous spell in office. They will need international assistance to stabilise the economy, get people back to work and, in time, continue the gradual infrastructure improvements which have been underway since 2002. China will doubtless be willing to assist in some areas but Beijing has already made clear that it is adopting a cautious, gradualist approach. However, there are emerging indications that the Taliban’s intransigent views are beginning to relax; such as their approval of the polio vaccination scheme and their willingness to work with UN humanitarian agencies.

The Taliban will also need outside help in defeating the threat from the Islamic State’s Khorasan Province (ISK). Already the Taliban are finding it difficult to counter similar asymmetric tactics which they used so successfully against Western forces. This is likely one of the subjects which CIA Director William Burns discussed with the Taliban during his visit on 24 August and where there is a mutual interest.

What can the international community (not just the West) realistically expect from the Taliban, following the militant group’s stunning victory? Maximalist demands will inevitably get short shrift.

First, the Taliban should form a more inclusive government. According to multiple sources, the Taliban were intending to form such an administration had Ashraf Ghani not fled the country on 15 August. I am sceptical that this was ever their intention but former president Hamid Karzai and former reconciliation chief Abdullah Abdullah may have remained in Kabul on this understanding and Fatima Gailani, a former negotiator, insists this was the Taliban’s intention.

An inclusive government would need to include women and non-Taliban representatives from the Hazara, Uzbek and Tajik communities. It need not comprise the failed politicians and bloodstained warlords of the past, least of all Gulbuddin Hekmatyar and Abdul Rashid Dostum. It is surely time for a new generation of more technocratic Afghans to become involved in government. Some may be persuaded to return from abroad but they will need assurances for their safety.

Second, the international community should insist on female education at all levels be restored and for women to play a fuller role in society. The Taliban will baulk at this but they only need to look at Pakistan where women play an important role in an avowedly Islamic, if not Islamist, society.

Third, all neighbouring countries, as well as the wider world, want Afghanistan to commit to removing all terrorist bases and terrorists from its soil; not just ISK and Al-Qa’ida but also the Eastern Turkistan Islamic Movement, the Pakistani Taliban (TTP), anti-Iranian and anti-Indian groups, and Central Asian militant movements including the Islamic Movement of Uzbekistan.

Fourth, the Taliban should commit to allow people to join their families in exile if they wish and also cease the continuing search for and punishment of those Afghans who served the Afghan government and Western allies since 2001.

In an ideal world there would also be a fifth request: to remove Haqqani network members from the Taliban administration. However, that pass was sold when the US negotiator Zalmay Khalilzad engaged with the Haqqanis in Doha – another result of that calamitous dialogue. Furthermore, the current reality is that the Haqqanis control both Kabul and its airport and Sirajuddin Haqqani holds the key position of interior minister.

Instead, the Haqqanis need to be persuaded to prevent Al-Qa’ida regrouping in Afghanistan. Sirajuddin’s father was close to Osama bin Laden and the group retains its Al-Qa’ida connections. Pakistan is already using the Haqqanis to bring the TTP to the negotiating table. It remains to be seen how successful this will be. It is doubtful that the Haqqanis would be willing to take military action against a group from a similar area in the tribal borderlands. However, the Haqqanis could be useful as intermediaries, if not as enforcers.

Meanwhile, the wider Taliban, usually referred to as the ‘Kandaharis’, are increasingly exasperated by the entryist Haqqanis. Although they have worked together, there was never much love lost between the two. The Kandaharis have always distrusted the Haqqanis’ proximity to the Pakistani military. Since the Taliban takeover of Afghanistan, Mullah Abdul-Ghani Baradar, whose willingness to negotiate with the Kabul government in 2008 and 2010 earned him eight years in a Pakistani prison, has been sidelined. There will doubtless be a reckoning

A lasting regret of the US’s careless withdrawal is that Washington did not conclude a broader settlement for Afghanistan involving China, Iran, Russia, India and the Central Asian Republics. From now on it is essential to include all the neighbours in the discussion of recognition and the conditions required. But first the Afghans must be helped to survive the winter.

Japan’s fifth wave of Covid-19 has virtually disappeared so dramatically that some scientists are puzzled as to why it happened. One team suggests the highly infectious Delta strain mutated into extinction on the island nation.

In mid-August, Japan experienced a peak in Covid-19 infections, recording over 23,000 new cases per day. Now the metric is just around 170, with deaths attributed to the disease mostly remaining in single digits this month.

The decline has been attributed by many to high vaccination rates, public acceptance of masks, and other factors, but some researchers say the drop was uniquely significant, compared to other nations with similar conditions.

Ituro Inoue, a geneticist at the National Institute of Genetics, believes that Japan had the good fortune of witnessing the Delta strain mostly rooting out other variants of the SARS-CoV-2 virus before then eradicating itself. He explained his team’s theory to the Japan Times newspaper this week.

For some time now, Inoue and his fellow scientists were researching mutations of SARS-CoV-2 and how they are affected by the protein nsp14, which is crucial for the reproduction of the virus.

RNA viruses, like the one causing Covid-19, tend to have a very high mutation rate, which helps them quickly adapt to changes in the environment. However, this opens the door for a so-called “error catastrophe,” when bad mutations pile up and finally cause the full extinction of a strain. The protein nsp14 appears to offer a form of error proofreading that helps the virus genome to stay below the threshold of the “error catastrophe.”

Fighting for our lives: Humanity’s weapons against Covid-19

In the case of Japan’s fifth wave of Covid-19, the Delta variant’s nsp14 failed at this job, Inoue believes, based on the genetic study of specimens collected from June to October. Contrary to his team’s expectations, there was a lack of genetic diversity, while many samples had many genetic changes in the site called A394V, which is linked to the error-fixing protein.

“We were literally shocked to see the findings,” the researcher told the Japan Times. “The Delta variant in Japan was highly transmissible and [was] keeping other variants out. But as the mutations piled up, we believe it eventually became a faulty virus and it was unable to make copies of itself.”

The theory could be relevant to the previous SARS strain, which was identified in 2003, explaining why it didn’t cause a pandemic. But that would be hard to confirm, since the outbreak ended relatively quickly and didn’t result in the massive collection of genetic data necessary to test the hypothesis.

It’s not clear why Japan had this lucky turn of events, but nothing comparable happened in other East Asian countries like South Korea, where populations are genetically close to that of Japan. Virus mutations similar to those flagged by the scientists have been discovered in at least 24 countries, Inoue said. He and his team plan to publish a paper detailing their findings by the end of November.

Even if the natural extinction theory is confirmed, it is at best a temporary reprieve for the Japanese people. New, more successful strains are likely to eventually find their way into the country, though quarantine measures and immigration control could delay the emergence of new variants in Japan, Inoue believes.

Meanwhile, Tokyo is bracing for a new wave of Covid-19 this winter and is preparing to live with the virus. The government reportedly plans to ease travel restrictions by increasing the number of people it allows to enter the country per day from 3,500 to 5,000.

UK Home Secretary Priti Patel has acted to proscribe the Palestinian group Hamas “in its entirety,” stating that it has significant capacity to carry out terrorist acts and has facilities to train attackers.

In a tweet on Friday, Patel stated that she had banned the Palestinian group Hamas and designated it a terrorist organization, as she reiterated the British government’s commitment to “tackling extremism and terrorism wherever it occurs.”

Woke rap after moment of silence lands museum in trouble

“Hamas has significant terrorist capability, including access to extensive and sophisticated weaponry, as well as terrorist training facilities,” she wrote.  

The home secretary’s tweet came during her visit to Washington and followed speculation on Friday morning that she was soon to outlaw the group.

Pre-empting Patel’s announcement, Israeli Prime Minister Naftali Bennett welcomed Britain’s intention” on Twitter.

“Hamas is a radical Islamic group that targets innocent Israelis & seeks Israel’s destruction. I welcome the UK’s intention to declare Hamas a terrorist organization in its entirety – because that’s exactly what it is,” Bennett wrote, thanking the leadership of Prime Minister Boris Johnson.  

Yair Lapid, Israel’s foreign minister, also hailed the expected move against Hamas, saying it was part of strengthening ties with Britain.” 

Until now, only Hamas’ military wing, the Izz al-Din al-Qassam Brigades, had been outlawed by the British government. The EU and the US have already proscribed all of Hamas.

Hamas political official Sami Abu Zuhri rejected Britain’s move, claiming it showed absolute bias toward the Israeli occupation and is a submission to Israeli blackmail and dictations.” 

In a separate statement, the group claimed it had a right to resist occupation by all available means, “including armed resistance.”

Hamas seized total control of Gaza in 2007, on the back of an election victory in 2006.

Australia’s Defense Minister derided a senior Chinese diplomat’s comments as “silly” and “comical,” after the latter dubbed Canberra’s trilateral nuclear-powered submarine pact with the US and UK a threat to peace.

During a television interview on Friday, Peter Dutton said acting Chinese Ambassador Wang Xining was “probably reading off a script from the Communist Party” when he warned that Australia would become the “naughty guy” if it procured the stealth-combat vessels through the AUKUS deal.

Wang, who is China’s most senior representative to the country after the previous ambassador’s term ended last month, told The Guardian on Thursday that Australia would be labeled a “sabre-wielder” rather than a “peace defender.” He said the Australian public “should be more worried” about the impact of the security pact their nation had made with the UK and the US. 

There’s zero nuclear capacity, technologically, in Australia, that would guarantee you will be trouble free, that you will be incident free. And if anything happened, are the politicians ready to say sorry to people in Melbourne and in Adelaide?

However, Dutton “dismissed” the comments and countered that “most Australians [would] see through [their] non-productive nature.”

New AUKUS anti-China alliance could spark global arms race, Moscow warns, as Beijing sounds alarm over West’s ‘Cold War’ tactics

“We don’t see it from any other ambassador here in Australia. It’s quite remarkable,” the minister told the Nine Network, adding that “this type of diplomacy” was seen elsewhere in the world too.

“These provocative comical statements – it’s just so silly. It’s funny,” he added.

In September, Australian Prime Minister Scott Morrison announced the deal to obtain at least eight nuclear-powered vessels as part of its new defense alliance. The pact angered not only China but also France, which claimed it had been “stabbed in the back” after Canberra unilaterally scrapped a multi-billion-dollar diesel-electric submarine contract with Paris.

Last weekend, Dutton had irked Beijing by stating that he could not conceive of a situation in which Australia would hesitate to support the US should armed conflict with China break out over Taiwan. Under its ‘One China’ policy, Beijing has pledged to reunify the island with the mainland.

Wang warned Australian politicians on Thursday not to do anything that would be “destructive to our relationship.”

American billionaire Bill Gates has claimed Covid-19 deaths and infections may drop below seasonal flu levels next year as more people get vaccinated and treatment improves, unless we encounter a new, more deadly variant.

Speaking on Thursday in a virtual interview at the Bloomberg New Economy Forum in Singapore, founder of Microsoft stated that vaccines, natural immunity and emerging oral treatments mean that “the death rate and the disease rate ought to be coming down pretty dramatically.”  

The tech mogul, who has been particularly vocal during the pandemic, said issues around vaccine-production capacity are likely to be replaced by distribution challenges and even waning demand.

“The vaccines are very good news, and the supply constraints will be largely solved as we get out in the middle of next year, and so we’ll be limited by the logistics and the demand,” he noted. 

He also told his audience that it remains to be seen how much demand there is for Covid-19 shots in places like Sub-Saharan Africa. 

Calling for more work to eradicate flu, Gates claimed Covid-19 rates and deaths would possibly fall below those of flu by the middle of next year, unless more deadly coronavirus variants emerge. 

The Bill and Melinda Gates Foundation has involved itself in the development of vaccines and virus surveillance, calling for a global response to the Covid-19 pandemic. The foundation has invested hundreds of millions dollars in the development and distribution of potentially lifesaving shots. 

According to the World Health Organization, influenza kills up to 650,000 people each year. At least five million people have died from Covid-19 since the pandemic began in late 2019.

Chris Inglis’ new White House office has a startup feel to it. There are desks, a few chairs, a coffee maker and a poster hanging on the wall.  But as the head of the newly established Office of the National Cyber Director, Inglis has to make due with what he has while still advising President Joe Biden on the smartest ways for the US to prevent and respond to cyberattacks.

Inglis has already had numerous conversations with the president, who has made clear that the government has a role to play in the defense of the private sector and in assisting the private sector in defending critical infrastructure.  And the president knows, says Inglis, that means the government needs to get its own cyber house in order. 

But like any real startup, Inglis’ resources are scarce.  More than three months after being confirmed by the Senate, he still doesn’t have the full staff he needs to take on his timely and critical mission.  That’s because the funding for his office – some $21 million, part of the $1 trillion infrastructure bill making its way through Congress – is still stuck in the political spin cycle.  Why does it matter?

“The threat is greater than I can ever remember,” Inglis told me during last month’s AFCEA and INSA Intelligence & National Security Summit in National Harbor, Maryland. “The audacity, the brazenness, the thresholds that have been crossed at every turn; we’re in a difficult place.”

While he’s waiting for Congress to act, he says he’s spending about fifty percent of his time defining his role, being careful not to duplicate the work already being done by other agencies and departments, while spending another fifty percent building relationships that will be important later.  Eventually, he’s expected to have a staff of some 75 people who will be expected to work hand in glove with CISA, the National Security Council’s cyber staff, the OMB and others.  The remaining fifty percent of his time, Inglis jokes, is spent figuring out how to attract the country’s best talent.   

“People are starting to flow into the organization. I’m confident that we’re coming up to a breakout moment, not for the National Cyber Director, but the contribution that we can and should make. I’m sobered by the nature of the challenge, I’m optimistic we can make a difference.”

Optimistic he is.  And he’s not even complaining about being given a critical task for US national security and then having to wait for politics to play out before being able to act on it.

“It has been a semi-silver lining in that we would not have had time to think about how we want to apply the resources coming our way.”

While Inglis has been waiting, he and his small team have had time to think about the four things they’d like to focus on right away. 

First, is streamlining the roles and responsibilities in government of who handles what when it comes to protecting the public and private sectors from cyberattacks.  He also spoke during his confirmation hearing about the importance of allocation of resources and while the Office of the National Cyber Director doesn’t have the authority to move money, it does have what Inglis calls the responsibility to account for cyber money.

“One of the most critical gaps in cyber is that the physical digital infrastructure is not built to a common standard. The executive order related to this requires that within a certain amount of time we have to install basic procedures like multifactor authentication and encryption of stored material. That is a challenge and a potential vulnerability for us. We need to make sure that we make these investments necessary to buy down the lack of investment for years.

The second gap is in talent related to number of people required to occupy these jobs. It’s not simply the folks with IT or cyber in their name, but general cyber awareness. There is some expenditure of resources of time, attention, and money to get awareness right on the part of the truly accountable parties like agency and department heads. We have to make sure they don’t see cyber as a cost center, but an enabler on the part of all the users as they understand what their roles are and what the accountability is.

He admits there is still a level of education needed within government to get there.

That is usually the case in both the government and the private sector,” he said.  “We need to think this way about cyber and invest in cyber so that we can enable the mission, not hold it back. I think that education is the most important and effective way to handle this. Then, it is to make sure that the accountability is aligned and harmonized. We tend to take risk in one place and expect someone in another place to be the mitigator of a risk they don’t understand was taken in the first place. We need to operate in a collaborative fashion and get away from divisions of effort which are an agreement not to collaborate and allow adversaries to pick us off one at a time.”

Inglis says that unity of effort must start at home.  “The executive order issued in May has begun to lay out common expectations about the hardware, software, and practices that we need to begin in those spaces,” he said.  “Externally, if we have sector risk management agencies who engage the private sector for the purposes of supporting and engaging the critical components of that infrastructure, we need to make sure you don’t need a Ph.D. in government to know who to deal with and what you’re going to get from them.”

He is arguing for the government to also put ‘valuable material’ on the table.  “That could be our convening power,” said Inglis. “We could perhaps address and reduce liability or give companies a clue as to what might be around the corner because the government has access to exquisite intelligence. If that setup is possible, we also need a venue where collaboration takes place. Information doesn’t collaborate, people do.”

Inglis likes to point to the example of CISA and the Joint Cyber Collaborative.  “They put people from the private sector and the public sector side by side to co-discover threats that hold us at common risk. That project sets up the possibility of implicit collaboration in what we then do with that common operational picture. The government could take ideas that private sector companies turn into proprietary systems and enrich and classify them to deal with it in their system.”

Using what he calls “all the tools in the toolkit,” Inglis also notes the importance of international relationships, which fits nicely into the White House’s International Summit on Ransomware last week in Washington, which zeroed in on tighter cryptocurrency standards, among other things. “Beyond the Five Eyes, what do other like-minded nations think about what is expected behavior in this? What are governmental actions that are appropriate,” he asked.  

Inglis has been an active participant in the president’s recent actions in cyber.  He took part in a White House meeting with tech leaders in August that was hosted by President Biden, who Inglis says, spent the first hour sharing his vision about how the country should focus on collaborative integration.  “The companies represented weren’t only companies like Microsoft and Apple, but people who operate in the critical infrastructure space,” said Inglis.  “The people component, educators, were represented reflecting the president’s view that cyberspace is not just technology, it is also the people component. They are a major link in the chain, and we need to get the roles and responsibilities right.”

While he’s waiting for the funding he needs to get his office fully staffed, Inglis said he’s also putting thought into reconciling resources with aspirations.  Managing expectations is going to be important.  Frustration has been growing for years over what some see as a lack of government response to some of the largest hacks in history.  The phrase ‘time and place of our choosing’ as a definition of response has grown old and some Americans are weary of a government that isn’t responding in a more public way to the beating it sees the US taking in cyberspace.

So, I asked Inglis whether there should be red lines in cyber.

“Red lines are both good and bad,” he answered.  “They are clear and crisp, and everybody knows what they are. The downside is that because of that, an adversary knows exactly how far they can go. It means that you set up a somewhat permissive environment. Red lines also don’t have context; sometimes there is a reason that a defender would make the ransomware payment. As a matter of policy, the U.S. government does not pay ransomware, but I imagine there will be a situation at some point where a hospital is against the Russian state and actual life and safety is at risk. If there is no other way to get the material back, in order to get back in the business of saving lives, they would want to rethink if a red line is a red line in that particular situation. I think the right thing to do here is not to establish hard thresholds of things with scripted responses, but outline what we are prepared to defend and what principles we will exercise in defense of those things. We commit to defending the private sector when it is held at risk by a nation state in cyberspace as much as in the kinetic space and make that clear to adversaries. I think that would be more helpful in changing decision calculus and creating a useful ambiguity about when and where we will come in.”

Inglis said he’s also thinking a lot about present and future resilience.  It’s a worthwhile focus, given that the White House estimates that nearly half a million public and private sector cybersecurity jobs are currently unfilled. 

“That is a massive problem,” said Inglis. “However, the more insidious problem is that the 320 million people in the United States who use the internet who have no idea how to properly take their place on the front lines of this issue. There is an awareness issue that requires us not to make Python programmers out of them but to make sure they understand the nature of this space.”

Everyone has heard the old saying that time is money, but in Inglis’ case, time is security so I asked him point blank whether he thought government was moving has quickly as it should on the cyber problem.

“Government is moving at speed; the question is if it is at the necessary speed. I don’t think anyone is moving at the necessary speed. Some are moving at light speed, but at the end of the day, we need an integrated, collaborative approach. While we won’t have unity of command, I think there needs to be a universally felt sense of urgency so that we will all get our heads in the game.”

Congress, are you listening?  Oh, and by the way, that poster in Inglis’ office? It reads, ‘Hours Since the Last Surprise.”

As a startup with maybe too few resources at the start and who often didn’t understand how all the wickets are run, we have our occasional surprise,” said Inglis.  “When we encounter those surprises and go to someone with the deep and sharp expertise to help us navigate that, we get what we need. However, we are not a full functioning, full featured, fully capable organization yet. We’re trying to build somebody else’s airplane while we’re free falling from our own. We have a parachute, and we can land safely, but it is a bit of a challenge at times.”

Protests against renewed Covid-19 restrictions turned violent in The Hague. The unrest comes a day after several demonstrators in another Dutch city, Rotterdam, were injured amid police gunfire.

Seven people were arrested after fierce clashes broke out between law enforcement and anti-lockdown demonstrators in The Hague, the seat of the International Court of Justice (ICJ), on Saturday.

A video shared on social media shows protesters lighting firecrackers that sparked multiple fires, causing the skies in the city to glow an eerie red.

In another clip, a group of protesters could be seen knocking down a traffic pole fitted with a surveillance camera.

Dutch police reported that five of its officers were injured in the showdown with rioters. One officer was taken to hospital with a knee injury and concussion. Two others “suffered hearing damage,” while another two suffered injuries to their hands.

Lockdown protest described as ‘orgy of violence’

The chaotic scenes in the Netherlands’ third-largest city unfolded a day after a protest against reimposed Covid-19 restrictions in Rotterdam was marred by violence. Over 50 people were arrested in the city and three were injured after police opened fire in a bid to quell the unrest. Police later claimed that officers were “compelled to shoot at targets” to protect themselves. The three injured protesters remain in hospital, and their condition is unknown.

Protests have swept through a number of Dutch cities after the Netherlands became the first country in Western Europe since summer to go into a partial lockdown last week. Tensions soared further after the government banned New Year’s Eve fireworks displays and the Dutch parliament backed the introduction of the so-called 2G system, which would bar the unvaccinated and those who have not recently recovered from the virus from a long list of public places if introduced.

Scientists in Sweden claim that a single protein in the blood could predict the onset of Type 2 diabetes nearly 20 years in advance. The breakthrough potentially affects hundreds of millions of people worldwide.

Diabetes is the world’s ninth-leading cause of death, and affects nearly half a billion people worldwide, according to the World Health Organisation (WHO). The vast majority of diabetes patients suffer from Type 2 diabetes, a condition that can lead to blindness, kidney failure, heart attacks, strokes, and lower limb amputation. Cases of diabetes quadrupled worldwide between 1980 and 2014, with unhealthy diets and lack of exercise blamed for the rise.

However, researchers at Lund University in Malmo, Sweden claim that elevated levels of a certain protein – follistatin – in the blood can predict the onset of Type 2 diabetes regardless of a person’s age, weight, diet or activity level. In a study published last week, the scientists wrote that high levels of follistatin can predict the condition up to 19 years before symptoms appear.

To discover the link between follistatin and diabetes, the researchers tracked 5,300 people from Sweden, Italy, and the UK for between four and 19 years. Follistatin helps break down body fat, while simultaneously leading to an increase in fat in the liver. This buildup can cause fatty liver disease and Type 2 diabetes.

“This study shows that follistatin has the potential to become an important biomarker to predict future Type 2 diabetes, and it also brings us one step closer to the understanding of the mechanisms behind the disease,” Dr. Yang De Marinis, associate professor at Lund University and lead author of the study, told a university newsletter. De Marinis added that the next step for her team would be to help develop an AI-based diagnostic tool that could analyze a patient’s blood sample and use their follistatin levels – and other biomarkers – to calculate their “risk score” for Type 2 diabetes.

As follistatin levels rise in response to food intake and activity levels, the same advice for prevention of diabetes still applies. “Balanced meals, eat[ing] healthy and regular exercise are important to decrease the risk of developing Type 2 diabetes,” De Marinis told StudyFinds.

Hundreds of major websites returned ‘404: not found’ errors after an apparent problem with Google Cloud. Alphabet said the problem was “partially resolved” after about ten minutes, but it will take time for everything to update.

The site Downdetector began showing a spike in reports of outages starting at 12:40pm Eastern time on Tuesday, affecting Google, Facebook, Instagram, Snapchat, Discord, Spotify, and TikTok, as well as e-commerce sites Target, Etsy, Shopify, and Home Depot, among others.

Amazon, Amazon Web Services (AWS), and Cloudflare were also affected.

Google’s Status Dashboard reported an unspecified “issue” with the Cloud service starting at 10:10 Pacific, which was causing users to encounter errors when accessing websites. 

“We believe the issue with Cloud Networking is partially resolved,” the company said by 10:17 PST, but it added that “Customers will be unable to apply changes to their load balancers until the issue is fully resolved,” and they did not have an estimate as to when that might be.
