The Philippine government has accused the Chinese Coast Guard of unleashing water cannon on two supply ships in a disputed stretch of the South China Sea, claiming its boats were blocked and forced to turn around.

Manila’s Department of Foreign Affairs detailed the encounter in a statement on Wednesday, alleging that a pair of supply boats en route to the Ayungin Shoal – also known as the Second Thomas Shoal – were stopped by three Chinese vessels and “water cannoned” before they could reach their destination.

“Fortunately, no one was hurt; but our boats had to abort their resupply mission,” Foreign Affairs Secretary Teodoro Locsin said, adding that the department had conveyed its “outrage, condemnation and protest of the incident” to Beijing’s envoy to the Philippines, Huang Xilian.

The acts of the Chinese Coast Guard vessels are illegal. China has no law enforcement rights in and around these areas. They must take heed and back off.

Though both China and the Philippines claim territorial rights to the Ayungin Shoal, The Hague’s Permanent Court of Arbitration ruled in the latter country’s favor in 2016. And despite Chinese objections, the Philippines has occupied the area for much longer, after its military purposely grounded a naval vessel on the shoal in 1999.

Manila was also quick to note that the supply ships are “covered by the Philippines-United States Mutual Defense Treaty,” a pact inked with Washington in 1951 that calls for a US military response to any attack on the country, including “island territories under its jurisdiction in the Pacific Ocean, its armed forces, public vessels or aircraft.” 

Beijing so far has not commented on the alleged run-in.

The amendments to existing legislation, which allow for speedy conviction and harsher punishments for rapists, have been voted in by the MPs on Wednesday.

They introduce the death penalty or a life sentence for gang rape as well as chemical castration for repeat sex offenders, with the consent of the convict.

Chemical castration was described in the bill as a process through which “a person is rendered incapable of performing sexual intercourse for any period of his life, as may be determined by the court through administration of drugs.”

It’s planned to establish special courts across the country to make sure that verdicts in sexual assault cases are delivered “expeditiously, preferably within four months.” If chemical castration is assigned as a punishment, it “shall be conducted through a notified medical board,” according to the new legislation.

Mushtaq Ahmed, a senator for the religious Jamaat-i-Islami party, had earlier denounced the bill as un-Islamic. Ahmed argued that there was no mention of chemical castration in Sharia law and that rapists are to be hanged in public.

By resorting to drugs to reduce the libido of repeat sex offenders, Pakistan joins South Korea, Poland, the Czech Republic and some US states, where chemical castration has been introduced.

The measure was put on the table a year ago by Pakistani President Arif Alvi in response to a vast public outcry over a spike across the country in cases of rape involving both women and children.

Back then, Amnesty International decried chemical castration as a “cruel, inhumane” treatment, advising Islamabad to instead focus on reforming its “flawed” justice system and to ensure justice for the victim.

Local NGO War Against Rape told Reuters last year that less than 3% of sexual assault or rape prosecutions in Pakistan result in a conviction.

All cities and towns in China, as well as “most” villages, will be covered by 5G networks by 2025, the Ministry of Industry in Beijing has announced in a new infrastructure development plan.

Under the plan, the number of 5G base stations per 10,000 people will be increased to 26, and gigabit optical fiber networks will be extended to most urban and rural areas of China, the Ministry of Industry and Information Technology (MIIT) announced on Tuesday.

China overtakes US in global wealth race

Digital infrastructure has been defined as a “strategic, basic and pioneering industry to help build a new type of digital infrastructure and support economic and social development,” according to MIIT official Xie Cun. 

Information technology will be “deeply integrated” with the economy and society, with the goal of spurring internet innovation and creating a business boom, the ministry added. Meanwhile, the authorities are working on “a new type of supervision system” as well as measures to protect users’ personal information and data.

Planetary alignment on Friday has offered sky-gazers around the globe a chance to witness a spectacular near-total lunar eclipse, the longest since the 1440s.

The fascinating astronomical phenomenon lasted three hours and 28 minutes – the longest in centuries, according to international space agencies. On Thursday and Friday, depending on local time zones, the Earth, Sun and Moon aligned in such a way that 97.4% of our natural satellite’s surface was darkened in shadow.

When the Moon came out of the shroud, it turned bloody or rusty red in sunlight.

The dramatic celestial show was visible in those parts of the globe where the Moon appeared above the horizon during the eclipse.

Sky watchers in North and South America, parts of Eastern Asia and Australia had a chance to witness the phenomenon.

In Russia, the partial eclipse could be seen in Siberia and the Far East. Russian space agency Roscosmos also shared images of the shadowed moon as seen from the International Space Station (ISS).

Adding to the astonishment, the Moon was very low in the sky for much of the eclipse, causing an optical illusion that made it seem larger.

While the full Moon travels through Earth’s shadow roughly two times a year, lunar eclipses are usually far shorter.

The latest event, due to its rare duration, might have affected people not only visually, but also emotionally, astrologers cautioned.

Truckers and other motorists have been trapped in a four-mile-long traffic jam on the outskirts of the Dutch city of Rotterdam amid a protest against the government’s Covid measures.

According to local media, as many as 200 activists blocked the gates of a major port in the city’s harbor on Thursday. For several hours, they prevented any vehicles from driving in and out of the cargo hub, which, in turn, led to massive traffic congestion on the highway leading to the port. Police engaged in negotiations with the protesters, who eventually relented and left the site later in the evening.

The group behind the protest action is reportedly Dockers United, who are staunchly opposed to government Covid policies. The organization’s biggest concern is that authorities could soon make it mandatory for employees to have a vaccination or recovery certificate to enter the workplace, which, as the group argues, would be tantamount to excluding people from society on an “unconstitutional basis.” They are also generally unhappy with the curbs introduced by the Dutch government, with ‘Don’t normalize what’s not normal’ being a translation of one of their slogans.

In fact, the Dutch government did announce earlier this month that it was working on introducing a ‘corona pass’ for the workplace, though it isn’t clear yet when this measure will be rolled out and how strict it will be.

Meanwhile, on Friday the EU country logged its highest-ever number of new Covid cases within 24 hours, with that figure reaching 23,591. Medics say they are working at capacity.

Amid the spike, the Dutch prime minister imposed a partial lockdown last Saturday, which requires bars, restaurants, cafes and supermarkets to close at 8pm, while shops selling non-essential goods are to shut by 6pm. Public gatherings are banned altogether.

The Robert Koch Institute, Germany’s disease control agency, has warned that the country will face a “really terrible Christmas” unless steps are taken to mitigate a huge rise in Covid-19 cases.

Speaking on Thursday, the director of the Robert Koch Institute, Lothar Wieler, reiterated the case for new, strict countermeasures to prevent the spread of Covid-19.

Czechia rolls out new restrictions for unvaccinated

“We are currently heading toward a serious emergency,” Wieler stated, adding “we are going to have a really terrible Christmas if we don’t take countermeasures now.” He added that hospitals were already struggling to find enough beds.

Wieler has called for a campaign for a further increase in vaccine uptake, from the current 67% to well over 75%.

The diseases institute director also believes bars, nightclubs, and other large-scale venues should be temporarily forced to close, and that other areas of public life should be off-limits to the unvaccinated.

His comments come as German leaders ponder new restrictions to replace the nationwide epidemic rules, which could include a lockdown of the unvaccinated, following measures already taken in neighboring Austria.

On Thursday, in an attempt to counter waning immunity levels, the country’s vaccine advisory board recommended that booster shots be made available to everyone aged 18 or above.

A stream literally flowing with booze emitting a strong beery odor has been discovered in one of the tropical islands of Hawaii. Its waters have been apparently contaminated with alcohol after a leak at a beverage warehouse.

A small river with a distinctive alcoholic smell was recently found on the island of Oahu, some 15 miles (24 kilometers) away from Honolulu, Hawaiian capital. Its waters have been flowing through the Waipio valley and even turned into a 100-foot (30 meters) waterfall on their way.

​‘Plastic stones’ found at remote Hawaii beach

The stream caught the attention of local environmental activists, who noticed the smell in the area.

“The other day we came here you would think it was a beer pub that hadn’t opened its doors for three or four days,” activist Carroll Cox told local Hawaii News Now. She also contacted the Department of Health about the issue.

Local media took samples from the unusual stream and had them checked at a private laboratory. It tested positive for alcohol, containing 1.2% percent of the substance in its waters – nearly a quarter the content in regular beer and strong enough to cause a buzz.

Local health authorities got involved, and an investigation into the source of contamination was launched. It was learned that the stream was coming from a drain pipe that was traced back to a warehouse of Hawaii’s largest liquor distributor, Paradise Beverages. Its representatives told local media they were working with officials to eliminate a possible spill, with the booze river apparently closing its free drinks service.

The EU’s drug regulator has backed the emergency use of Merck’s pill for the treatment for clinically vulnerable Covid-19 patients as cases surge across the continent.

On Friday, the European Medicines Agency (EMA) “issued advice” backing the emergency use of the drug developed by Merck in collaboration with Ridgeback Biotherapeutics, although it has not yet been authorized by national authorities.

EMA green lights new Covid treatments

In a statement, the drug regulator said the medicine called Lagevrio – also known as molnupiravir or MK 4482 – “can be used to treat adults with Covid-19 who do not require supplemental oxygen and who are at increased risk of developing severe Covid-19.”

It said the treatment should be administered as soon as possible after Covid-19 is diagnosed and within five days of the start of symptoms. The medicine should be taken twice a day for a period of five days.

The EMA listed the potential side effects of the capsules, including mild or moderate diarrhea, nausea, dizziness and headache. The treatment is not recommended for pregnant women.

The watchdog announced earlier on Friday that it had begun reviewing Pfizer’s medicine Paxlovid for Covid-19 with the same goal “to support national authorities” who may decide on its early use prior to marketing authorization in light of rising cases and deaths in Europe.

On Friday, Austria announced it would enter a new nationwide lockdown from Monday and make vaccination mandatory, while Germany’s health authorities claimed the country had turned into “one big outbreak.”

Both Pfizer and Merck have requested approval for their coronavirus medicines from the US Food and Drug Administration, but it is unclear when it might be granted.
