EXPERT PERSPECTIVE — A meeting – albeit virtual – between President Joe Biden and Chinese President Xi Jinping finally happened.  It was a cordial and reportedly candid exchange that hopefully cooled some of the tension between the U.S. and China.

President Biden captured the essence of the meeting with his concern that this tension “does not veer into conflict, whether intended or unintended.”  President Xi said, “China and the U.S. need to increase communications and cooperation” and “respect each other and coexist in peace.”

It’s hard to believe that in 1979, when formal U.S. – China diplomatic relations were established, Chinese President Deng Xiaoping looked to the U.S. as the country that would provide the investment, technology, and unlimited access to our best universities.  And the U.S. didn’t disappoint.  Investment and sophisticated technology flowed to China, with hundreds of thousands of Chinese students enrolling in our universities.  Strategic bilateral cooperation initially contributed to the defeat of the Soviet Union in Afghanistan, with joint efforts to address international terrorism and nuclear proliferation.

So, during the span of forty-two years, relations have gone from close economic and strategic cooperation to a concern about conflict, intended or unintended.  Understandably, scholars will spend considerable time analyzing what went wrong. 

What is important now is that U.S. – China relations move in a more positive direction.  That tension over China’s aggression against Taiwan, the militarization of islands and reefs in the South China Sea, internment camps for Uyghurs in Xinjiang, the national security law in Hong Kong that suppresses democratic protests and the theft of intellectual property all must be candidly discussed by our diplomats and leaders to avoid misunderstanding and accidental conflict.

President Biden said Washington continues to have a “one China” policy and “opposes unilateral efforts to change the status quo.”  President Xi reportedly said, “Beijing will take decisive measures if the pro-Taiwan independence movement crosses a red line.”

The three communiques and the Taiwan Relations Act of 1979 specifically states that, inter alia, “the United States decision to establish diplomatic relations with the People’s Republic of China rests upon the expectation that the future of Taiwan will be determined by peaceful means; to consider any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, is a threat to the peace and security of the Western Pacific area and of grave concern to the United States.”

The challenge for the U.S. and China is to address Taiwan and a myriad of other irritants in the bilateral relationship to ensure that no one issue, or series of issues leads to conflict.  Toning down the rhetoric and pursuing a policy of substantive and sustained communications, especially by our diplomats, would be a necessary first step.

The annual Economic and Strategic Dialogue with China, led by the heads of State Department and Treasury and their counterparts in Beijing was established to oversee progress in addressing these and other challenging issues.  A forum of this type, with announcements to ensure that the public is kept apprised of the issues and the work being done to resolve these issues, is of value, only if this dialogue is substantive and not just ceremonial.

This virtual presidential summit can be transformative if, in addition to addressing these and other irritants, it also addresses the opportunity to cooperate on a multitude of geopolitical issues that affect the security of the U.S. and China – and the world.

I’ll start with the nuclear issue and the fact that there’s minimal dialogue with China on its nuclear program.  And given recent reporting on the three sites in China with the construction of hundreds of missile silos and the recent DIA report that China, by 2030, will have a nuclear arsenal of 1000 nuclear warheads is of concern.  Ideally, China should be part of New Start arms control negotiations with the U.S. and Russia.  But they previously refused to join in this or any other arms control dialogue.  At a minimum, China should be responsive to a dialogue with the U.S. on nuclear-related issues, to include their recent test of two hypersonic missiles.

A separate but equally important dialogue with China is on cyber, to ensure that the cyber domain is not weaponized and used against our private sector for economic advantage.  Also, to ensure that outer space is used exclusively for peaceful purposes.

There are a multitude of global issues requiring bilateral cooperation.  We recently saw some U.S. – China cooperation on climate change at the Glasgow COPS 26 UN Climate Change Conference.  Obviously, more must be done, but this is a positive first step.

Other issues, like North Korea can and should be addressed now.  China has unique leverage with a North Korea that relies on China for its economic survival.  China can use that leverage to get North Korea to return to negotiations and to convince the North that complete and verifiable denuclearization, in return for significant deliverables, is in North Korea’s interest.

With over five million global casualties and over 760,000 deaths in the U.S. due to COVID-19, it should be obvious that greater bilateral cooperation on this and future pandemics is necessary.

Bilateral cooperation on nuclear proliferation, countering international terrorism, the trafficking of narcotics and confronting international organized crime are just some of the global issues that affect the security of the U.S. and China and the global community.  Failure to cooperate on these and other international issues is not only a security imperative, but a moral responsibility of all great powers.

Finally, with the Taliban back in control in Afghanistan, the U.S. and China have a shared goal: ensuring that the Taliban does not permit Al Qaeda and other terrorist organizations to once again use Afghanistan as a base for its international terrorist operations. China has engaged this Taliban government and should use its significant financial leverage to ensure that all terrorist groups are permanently removed from Afghanistan.

Xi Jinping was just anointed by the Chinese Communist Party as one of its revered leaders, with Mao Zedong and Deng Xiaoping.  The Party congress next year will likely give Xi a third five-year term as the Party’s Secretary General.  There are a multitude of domestic issues requiring Xi’s and the Party’s attention, to include a campaign of “common prosperity” – addressing the disparity of wealth in a China governed by a capitalist system with Chinese characteristics.

Hopefully, President Xi Jinping will work with President Joe Biden to ensure that the two great powers, consumed with domestic issues, will also address the myriad of international issues requiring immediate and long-term attention and avoid a cold war that could veer into conflict.

The city council in Austria’s second-largest city, Graz, has elected a new mayor. Communist Party member Elke Kahr has become the first Communist leader of a major city in the country.

The 60-year-old politician, who has been working in the municipal government for more than 15 years and previously served as vice mayor of Graz, was elected as the new city leader on Wednesday. A member of the Austrian Communist Party (KPÖ, Kommunistische Partei Österreichs) for almost 30 years, she won the election with 28 of 46 votes. Kahr succeeded the previous long-standing mayor Siegfried Nagl of the center-right, liberal-conservative People’s Party.

Who would have thought that the daughter of a locksmith, a Communist, would become mayor,” she said in her first speech following the vote.

Having acknowledged a number of issues to deal with in the city, especially during the Covid-19 pandemic, the new mayor highlighted a housing policy, pledging to put a stop to profit-driven construction in Ganz.

The Communists have also already formed a coalition with the Greens and the Social Democratic Party (SPÖ), and another precedent in European city governance was made – two women serving as mayor and deputy. Green leader Judith Schwentner was chosen as Graz’s vice mayor, with the new governing coalition saying they would support not only social, but also environmental changes, aiming to improve living standards especially for low-income groups. Providing a bicycle for every child in the city from the municipality is in their program.

However, not everyone in the local government is happy with the new Communist rule. A member of the right-wing Freedom Party of Austria (FPÖ), Alexis Pascuttini, described the choice as “unpleasant,” having accused the Graz Communists of empty catchphrases in their program and refusing to participate in what he described as “left-wing nonsense.” Kahr herself has been exposed to strong pressure to justify her party, being repeatedly asked about her position on “the crimes of communist parties around the world since 1917,” according to Austrian media.

All cities and towns in China, as well as “most” villages, will be covered by 5G networks by 2025, the Ministry of Industry in Beijing has announced in a new infrastructure development plan.

Under the plan, the number of 5G base stations per 10,000 people will be increased to 26, and gigabit optical fiber networks will be extended to most urban and rural areas of China, the Ministry of Industry and Information Technology (MIIT) announced on Tuesday.

China overtakes US in global wealth race

Digital infrastructure has been defined as a “strategic, basic and pioneering industry to help build a new type of digital infrastructure and support economic and social development,” according to MIIT official Xie Cun. 

Information technology will be “deeply integrated” with the economy and society, with the goal of spurring internet innovation and creating a business boom, the ministry added. Meanwhile, the authorities are working on “a new type of supervision system” as well as measures to protect users’ personal information and data.

New research has found that legalizing the sale and use of recreational cannabis could bring a €5 billion ($5.67 billion) boost to the German economy via annual tax revenues and cost savings within the police.

Should Germany proceed with legalization, the research estimates that it could bring in tax revenues of €3.4 billion ($3.86 billion) per year and save some €1.3 billion ($1.48 billion) in costs within the police and judicial system, alongside creating 27,000 new jobs. 

The report, carried out by the Institute for Competition Economics (DICE) at the Heinrich Heine University in Düsseldorf and commissioned by the German Cannabis Association, comes amid ongoing discussions for the formation of a coalition federal government.

‘Start of dim future?’ German police unions sound alarm over potential weed legalization amid ongoing govt coalition talks

One of the areas under consideration in the three-way talks between the Social Democrats (SPD), the Greens, and the Free Democrats (FDP) is the potential regulation of the sale and use of recreational cannabis.

Using cannabis for medicinal purposes has been legal in Germany since 2017. However, its possession or distribution for recreational use remains illegal and can result in fines as well as time behind bars.

Earlier this year, research on the legalization of cannabis across Europe by market intel firm Prohibition Partners said that if Germany legalized its use by adults, the move would see that country alone constituting “over half of the European market until 2024.” It would also help propel the European cannabis market from its 2021 valuation of €400 million ($454 million) to some €3 billion ($3.4 billion) by 2025.

EXPERT PERSPECTIVE — On 16 June, US President Joe Biden and Russian President Vladimir Putin met for just under four hours in Geneva. This was Mr. Biden’s first meeting with Mr. Putin during his presidency and Biden is the fifth US President with whom Putin has held a summit.

Expectations for the summit were characterized as low by both sides in advance and assessed a bit more positively after the conclusion of the meeting. The meeting presented an opportunity for both leaders to present grievances and warnings to the other (and show toughness to their domestic constituencies).  Other than presenting the opportunity to blow off steam, the results of the meeting appear modest:  the agreement to return ambassadors to their posts, to resume bilateral arms control discussions, to conduct discussions on “strategic stability” and to hold unspecified consultations on cyber. In typical fashion, Mr. Putin rejected all of Mr. Biden’s assertions about Russian actions and made counter accusations referencing hostile US actions.

Of the deliverables from the summit, cyber will no doubt turn out to be the most problematic area for follow up. Mr. Biden apparently delivered to Mr. Putin a list of 16 US critical infrastructure sectors that should be considered “off limits” for cyberattacks, e.g., “red lines” not to be crossed without the risk of significant retaliation. For his part, Mr. Putin asserted that it is Russia that is the victim of cyberattacks originating from the territory of the US and it’s NATO partners and also is the victim of  attempts to interfere with Russian elections.  The challenge in cyber discussions going forward will center around three areas:  differing interpretations of the relevance of deterrence theory in today’s cyber environment, attribution, and control.

Mr. Biden’s firm comments to Mr. Putin on recent cyberattacks against the US such as the ransomware attack on Colonial Pipelines (Mr. Biden is said to have asked Mr. Putin how he would react if Russia’s pipelines were hit?) and his provision of a list of “off limits” US infrastructure entities suggests a deep belief in this administration that Russia can be deterred from engaging in future conduct of cyber operations against US targets or “sanctioning” attacks originating from the territory of the Russian Federation by criminal groups.

Unfortunately, it is highly likely that either Mr. Putin nor those who control the levers of Russian cyber operations agree that deterrence theory applies.  Deterrence only works when both sides know the other is capable of – and willing to – cause significant harm to the other.

The Russian side likely believes (and may have amply demonstrated) that the US is disproportionately vulnerable to cyber risk at every level of its economic, societal, and political infrastructure whereas Russia is not.  There is a reason the use of cyber tools has become a central feature of Russian strategic doctrine. They work and seem a legitimate tool that falls short of conventional war. Hybrid warfare using cyber tools, the Russian side would argue, is no different than the economic warfare Russia is experiencing from sanctions imposed by the US its allies.

Germany has been plunged into a “nationwide state of emergency” because of its current high level of Covid infections, acting health minister Jens Spahn has said. He also refused to rule out further lockdowns.

Germany sets ‘grim’ Covid record & eyes new curbs

The situation is serious, the dynamic is unbroken,” Spahn told a press conference Friday.

The incidence has increased fivefold in four weeks. We see sadly high values in the death rate. We are in a national emergency.”

Spahn refused to rule out the possibility of another lockdown, saying that, in such a drastic health situation, “we can’t rule anything out.”

The head of the Robert Koch Institute (RKI), Lothar Wieler, added to the gloomy picture by saying that “all of Germany is one big outbreak,” with an estimated half a million active Covid cases in the country – and numbers rising. For the third day in a row, more than 50,000 cases have been registered in the country, while the death toll in Germany since the start of the pandemic is above 98,700, according to figures compiled by the RKI.

Wieler added that, with many hospitals already overwhelmed, more should be done to tackle the spread of the virus. Besides obvious measures such as vaccination and wearing masks, he also suggested closing poorly ventilated bars.

On Thursday, lawmakers in the Bundestag approved new measures in the fight against coronavirus, including requirements to prove vaccination status, a negative test, or proof of recovery from infection before employees can access communal workspaces or use public transport. The measures will have to be passed by the upper house before they can take effect.

Neighboring Austria announced on Friday that it would enter full lockdown as of Monday, November 22.

French President Emmanuel Macron has dismissed the possibility of locking down unvaccinated people in France, claiming the move would not be necessary because of the success of the Covid-19 ‘health pass’.

Speaking to La Voix du Nord newspaper in an interview published on Thursday, Macron said there was no need for France to follow Austria’s lead by locking down its unvaccinated citizens.

Another EU state to ban unvaccinated from indoor spaces

“Those countries locking down the non-vaccinated are those which have not put in place the [health] pass. Therefore, this step is not necessary in France,” Macron claimed.

The president’s health pass, which was the target of much criticism when it was introduced, requires people to provide proof of vaccination or a recent negative test before undertaking certain normal activities.  

The ‘Pass Sanitaire’ is required if citizens wish to go to restaurants, cafes, cultural venues, or cinemas. It’s also required to take long-distance trains, among other activities. 

Austria has led the way by starting a partial lockdown of the unvaccinated amid a surge in Covid-19 cases. The Czech Republic will follow suit next week, while Germany decided on Thursday to introduce similar measures in areas where Covid incident rates exceed the threshold.

Earlier in November, Macron made the continued use of the Covid health pass for over 65s dependent on getting a booster jab. 

Some 20,366 new infections were registered in the last 24-hour recording period. Case numbers have risen steeply in recent weeks.

An American nonprofit behind the US-funded bat virus research in China has denied ever sending virus samples from Laos – a place where SARS-CoV-2 closest natural relative was found – to Wuhan in response to fresh allegations.

“No work was ever conducted in Laos as a part of this collaborative research project,” EcoHealth Alliance – a group that conducted experiments on coronaviruses while receiving funding from the National Institutes of Health (NIH) – said in a series of tweets on Sunday, responding to media reports alleging that the group might have transported a potentially dangerous virus from Laos to the laboratory in Wuhan.

The group’s name surfaced in October when the NIH principal deputy director, Lawrence Tabak, revealed EcoHealth Alliance did experiment on the viruses with the agency’s financial help. At that time, White House Medical Advisor Dr. Anthony Fauci stated that the viruses studied as part of the project “were distant enough molecularly that no matter what you did to them, they could never, ever become SARS-CoV-2.”

EcoHealth has come under renewed scrutiny after its emails, obtained through a Freedom of Information request, appeared to suggest that the group was discussing the prospect of collecting viral samples from bats in Laos and sending them to the Wuhan Institute of Virology. The emails were initially obtained by the White Coat Waste Project and sparked a flurry of reports over the weekend, including in the Spectator by British science writer Matt Ridley.

Fauci DID fund Wuhan virus experiments, but officials insist virus involved ‘could not have been’ cause of Covid-19 pandemic

The emails shared between EcoHealth Alliance and its US government funders reportedly reveal that the scientists discussed collecting viral samples from bats in eight countries, including in Laos, between 2016 and 2019, and toyed with the idea of transporting them to Wuhan, ostensibly, to avoid red tape. One email from 2016 cited by the Spectator reportedly reads: “All samples collected would be tested at the Wuhan Institute of Virology.”

Laos is the birthplace of at least one virus that seems to be very close to SARS-Cov-2. A bat viral strain called Banal-52 discovered in Laos in September shares 96.8 percent of its genome with the virus behind the Covid-19 pandemic

On Sunday, EcoHealth Alliance claimed that the emails cited by Ridley “do not show…that we were sampling bats in Laos and sending the results to Wuhan.”

The group acknowledged, however, that it requested NIH permission to work in Southeast Asian countries, including in Laos, and that this permission was granted. 

However, the nonprofit claimed it ended focusing on China instead.

 The response failed to satisfy Ridley, who is also a co-author of a book on Covid’s origin, who demanded “evidence” proving that  his report was not “fully accurate.”

The Robert Koch Institute, Germany’s disease control agency, has warned that the country will face a “really terrible Christmas” unless steps are taken to mitigate a huge rise in Covid-19 cases.

Speaking on Thursday, the director of the Robert Koch Institute, Lothar Wieler, reiterated the case for new, strict countermeasures to prevent the spread of Covid-19.

Czechia rolls out new restrictions for unvaccinated

“We are currently heading toward a serious emergency,” Wieler stated, adding we are going to have a really terrible Christmas if we don’t take countermeasures now.” He added that hospitals were already struggling to find enough beds.

Wieler has called for a campaign for a further increase in vaccine uptake, from the current 67% to well over 75%.

The diseases institute director also believes bars, nightclubs, and other large-scale venues should be temporarily forced to close, and that other areas of public life should be off-limits to the unvaccinated.

His comments come as German leaders ponder new restrictions to replace the nationwide epidemic rules, which could include a lockdown of the unvaccinated, following measures already taken in neighboring Austria.

On Thursday, in an attempt to counter waning immunity levels, the country’s vaccine advisory board recommended that booster shots be made available to everyone aged 18 or above.
