The German Parliament will decide on the regulations this Thursday, though a draft has already been seen by the media outlet DPA.

According to German media, the manufacturing and sale of fake certificates has become a booming black-market industry in the country. In just one such case reported by Der Spiegel in late October, a counterfeiter working at a pharmacy in Munich and her accomplice had churned out more than 500 fake digital certificates in the span of one month, raking in €350 for each one sold.

On Tuesday, Berlin Mayor Michael Müller confirmed that authorities want to “have an additional instrument” to contain the spread of the virus. However, he declined to elaborate on what the new measures will be. Local media speculate that starting next week, in addition to the requirement to have a vaccination or recovery certificate to enter public places, people inside the venues will also need to practice social distancing and wear a mask, or have a recent negative test result.

This comes after Covid-19 numbers in Berlin hit an all-time high last Thursday, with 2,874 new cases reported that day.

Sports goods retailer Decathlon has said it won’t be selling canoes in its stores in northern France anymore because the light vessels are increasingly being used by migrants trying to cross into England.

“Given the current context… the purchase of canoes will no longer be possible” in Decathlon stores in Calais and Grande-Synthe, outside Dunkirk, the French retailer announced.

The two cities overlook the Strait of Dover, which is the narrowest point in the English Channel. Thousands of migrants have been using this spot in recent years to try to make the dangerous 34-kilometer-long sea journey from France to the UK.A lot of canoes aren’t being purchased for their original sporting purpose, Decathlon complained.

London & Paris trade barbs over Channel crossings

They “could be used to cross the Channel” and as a result of this, “people’s lives would be endangered,” it pointed out.

“We are committed to never putting our customers at risk in the use of our products, whatever the circumstances,” the company said. 

The initiative to remove canoes from the shelves came from the stores themselves and was backed by the head office, according to the retailer. However, Decathlon will keep selling the vessels online and in its other shops across France.

Last Thursday, two canoes were found adrift in the Channel near Calais, while two migrants were rescued from the water. The next day, three more people were reported missing after attempting to get to England using canoes.

Tensions between London and Paris are high after a record number of migrants – 1,185 – were able to cross the Channel a week ago. 

Britain said it was unacceptable” that France had let so many people slip through, but the French government insisted they were “neither their collaborators nor their assistants” and blamed the soaring crossings on the smugglers and the UK’s labor market, which makes the country attractive to people eager to work at low cost.”

Australia’s government could be forced to spend tens of millions in payouts after receiving more than 10,000 compensation claims from people who suffered side effects and loss of income due to Covid-19 vaccines.

Under its no-fault indemnity scheme, eligible claimants can apply for compensation amounts between AU$5,000 (US$3,646) to AU$20,000 (US$14,585) to cover medical costs and lost wages as a result of being hospitalized after getting the shot. The scheme’s online portal is scheduled to be launched next month.

Official figures suggest, however, that over 10,000 people have already indicated their intention to make a claim since registration opened on the health department’s website in September. If each claim was approved, the government could face a bill of at least AU$50 million (US$36.46 million).

There were around 78,880 adverse events to Covid-related vaccination in Australia as of November 7, according to the Therapeutic Goods Administration, which regulates national health products. The majority of side effects were minor, including headaches, nausea, and arm soreness.

Only people who experienced a moderate to significant adverse reaction that resulted in a hospital stay of at least one night are eligible for coverage under the government’s scheme. Those seeking $20,000 or less have to provide proof their claims are vaccine-related – although there has been no information as yet on exactly what evidence would be acceptable.

“Adverse events, even though they happen to a tiny proportion of people, for the people it does impact it’s really quite devastating,” Clare Eves, the head of medical negligence at injury compensation firm Shine Lawyers, told the Sydney Morning Herald.

Among the adverse reactions covered are the blood clotting disorder “thrombosis with thrombocytopenia syndrome (TTS)” linked to the AstraZeneca vaccine and the “myocarditis and pericarditis” heart conditions associated with the Pfizer vaccine. Other reportedly accepted side effects are Guillain-Barré syndrome, a rare neurological condition, and immune thrombocytopenia (excessive bleeding due to low platelet levels).

Claims for over $20,000, including those for vaccine-related deaths, will be assessed by an independent legal panel of legal experts and compensation paid on its recommendations. Nine people have reportedly died after an adverse reaction to one of the three vaccines in the country.

Eves told the Morning Herald that her firm was representing a number of litigants over the vaccine side effects, including several who are not eligible for the scheme.

Criminals convicted of multiple cases of rape could face chemical castration in Pakistan as the country’s parliament supported new legislation aimed at tackling the rise in sexual offenses there.

The amendments to existing legislation, which allow for speedy conviction and harsher punishments for rapists, have been voted in by the MPs on Wednesday.

They introduce the death penalty or a life sentence for gang rape as well as chemical castration for repeat sex offenders, with the consent of the convict.

Chemical castration was described in the bill as a process through which “a person is rendered incapable of performing sexual intercourse for any period of his life, as may be determined by the court through administration of drugs.”

It’s planned to establish special courts across the country to make sure that verdicts in sexual assault cases are delivered “expeditiously, preferably within four months.” If chemical castration is assigned as a punishment, it “shall be conducted through a notified medical board,” according to the new legislation.

Mushtaq Ahmed, a senator for the religious Jamaat-i-Islami party, had earlier denounced the bill as un-Islamic. Ahmed argued that there was no mention of chemical castration in Sharia law and that rapists are to be hanged in public.

By resorting to drugs to reduce the libido of repeat sex offenders, Pakistan joins South Korea, Poland, the Czech Republic and some US states, where chemical castration has been introduced.

The measure was put on the table a year ago by Pakistani President Arif Alvi in response to a vast public outcry over a spike across the country in cases of rape involving both women and children.

Back then, Amnesty International decried chemical castration as a “cruel, inhumane” treatment, advising Islamabad to instead focus on reforming its “flawed” justice system and to ensure justice for the victim.

Local NGO War Against Rape told Reuters last year that less than 3% of sexual assault or rape prosecutions in Pakistan result in a conviction.

The Islamic State terrorist group is tearing a path across Afghanistan, establishing itself in “nearly all” of its provinces while increasing attacks more than five-fold in the past year, the UN’s envoy to the country has warned.

Addressing the UN Security Council on Wednesday, the body’s special representative for Afghanistan Deborah Lyons spoke of a major Islamic State (IS, formerly ISIS) surge through the war-torn country, claiming the jihadist group has now expanded nationwide.

“Once limited to a few provinces and the capital, ISKP now seems to be present in nearly all provinces, and increasingly active,” Lyons said, referring to the group’s Afghanistan-based ‘Khorasan’ faction. She added that so far in 2021, IS has carried out 334 attacks, up from just 60 last year.

The envoy’s comments came just hours after an Islamic State bombing erupted in a Shiite Muslim neighborhood of the Afghan capital, killing one and wounding six others, according to Reuters.

Since taking over as the government following a chaotic US withdrawal and the outright collapse of the American-backed administration in Kabul last summer, the Taliban has struggled to keep the terrorist group at bay, Lyons said. Though she noted that the Taliban insists it is “waging a concerted campaign” against IS and is making “genuine efforts to present itself as a government,” she said its response “appears to rely heavily on extrajudicial detentions and killings.”

Despite the rise in IS attacks in recent months, however, Lyons said the overall security situation in Afghanistan has improved since the end of the US war, which stretched on for two decades.

In addition to the terrorism issue, the UN representative also cited broader concerns for the country in the coming months, warning of a looming “humanitarian catastrophe” driven by a litany of causes, including foreign sanctions – which she said have “paralyzed” the local banking system – as well as growing levels of food shortages due to famine and a failing economy, among other factors.

China has accused the Philippines of breaching its territory, saying two supply ships were blocked by Beijing’s coast guard as they approached a disputed shoal. Manila protested over the run-in, citing its own claim to the area.

The two Philippines vessels “trespassed” into waters near the Nansha island chain – also known as the Spratly Islands – on November 16, Foreign Ministry spokesman Zhao Lijan told reporters on Friday, noting that they entered the area “without China’s consent.”

“Chinese coast guard vessels performed official duties in accordance with law and upheld China’s territorial sovereignty and maritime order,” Zhao said, adding that the area is now “generally tranquil” and that the two countries are in communication about the encounter.

Philippines accuses China of using water cannon against its ships

The comments from Beijing come just one day after Manila first publicized the incident, with the Philippines Foreign Affairs Secretary Teodoro Locsin claiming Chinese vessels fired water cannon on the two supply boats and forced them to abandon their mission near a disputed shoal in the Spratlys. He called on China to “back off” and “take heed” of Philippines claims to the region. 

While both countries regard the Ayungin shoal – alternatively referred to as the Second Thomas or Renai Jiao shoal – as their own territory, The Hague’s Permanent Court of Arbitration settled the dispute in the Philippines’ favor in 2016. However, despite that ruling, as well as the fact that Manila has maintained a presence on the shoal since 1999, Beijing has not abandoned its claims to the area.

For the first time since the start of the pandemic, the number of new daily Covid cases in Germany has exceeded 60,000, according to the country’s disease control and prevention agency, the Robert Koch Institute.

Authorities fear that in reality the figure is even higher, as not all cases are immediately reported or detected. Just a week ago, the number of daily infections across Germany surpassed the 50,000 mark.

Germans facing ‘really terrible Christmas’

Among the country’s Covid hotspots are Thuringia, Saxony and Bavaria. In the latter region, hospitals are so overwhelmed with Covid patients that they have had to put off any non-emergency surgery.

Against this grim backdrop, lawmakers in the Bundestag on Thursday backed a new set of measures aimed at containing the spread of the disease. The package was proposed by Germany’s Social Democrats, the Green and Free Democratic parties, which are expected to form a new coalition government as early as next week.

If passed by the upper house, the rules would include mandatory daily Covid testing for employees of, and visitors to, care homes, regardless of vaccination status. Germans would also be required to show proof of full vaccination, recovery or a fresh negative Covid test in order to enter their workplace or use public transport.

On top of that, those caught selling and forging fake certificates and tests could face up to five years behind bars. Just like the Covid regulations currently in place, the new plan gives some leeway to regional authorities in terms of restrictions so that, for instance, the banning of recreational, cultural, and sporting events will be at their discretion. However, things like travel bans, curfews and massive closures of businesses would now be off-limits to local government.

An Argentinian woman has become the second-ever HIV-infected person whose immune system helped defeat the virus without requiring additional medical treatment. She was first diagnosed with the AIDS-causing infection in 2013.

Scientists have dubbed the 30-year-old mother the “Esperanza patient,” after her hometown. The word ‘esperanza’ translates to ‘hope’ in English. Publishing their findings in the Annals of Internal Medicine journal on Monday, the researchers said the discovery boosts hope for a “sterilizing cure” for the estimated 38 million people with the life-long infection.

“I enjoy being healthy,” the Esperanza patient told NBC News over email. “I have a healthy family. I don’t have to medicate, and I live as though nothing has happened. This already is a privilege.”

The study found no intact remnants of the virus in the 1.5 billion blood and tissue cells the researchers analyzed – confirming the discovery first announced in March at an international meeting of HIV experts.

‘Elite controllers’ can cure themselves of HIV without any medical treatment, bombshell research claims

No additional information about the woman has been made public, but she was described at the time as “athletic and beautiful” and revealed to have an HIV-negative boyfriend and newborn baby.

Only one other person, identified in August 2020 as 67-year-old Loreen Willenberg from San Francisco, has been confirmed to have overcome the virus without medical intervention. The two women have been labeled ‘elite controllers’, referring to a rare subset of HIV patients who show no signs of the infection despite not undergoing antiretroviral treatments.

Typically, an HIV-infected person requires constant drug therapy to prevent the virus from attaching to their immune cells’ DNA and replicating. But, in the eight years since she was diagnosed, the Esperanza patient only received medication for six months during pregnancy to ensure her baby would be healthy.

In all, there have been four patients cured of HIV, two of whom – the ‘Berlin patient’ Timothy Ray Brown and the ‘London patient’ Adam Castillejo – were also cancer patients who received risky bone marrow transplants from donors with HIV-resistant genes. However, the success of their procedures is yet to be replicated.

“This is really the miracle of the human immune system that did it,” Dr. Xu Yu, an immunologist at the Ragon Institute in Boston, who co-authored the study, told NBC.
